WHO IS INVOLVED

Gas in Mozambique is currently centred on offshore gas extraction and LNG in Cabo Delgado province, early gas exploration in the Angoche basin in Nampula province, and the onshore Pande and Temane gasfields in Inhambane province.

The LNG focus is on two offshore concession areas that have been granted to several fossil fuel companies and which are in the construction phase. These are: Area 1 and Area 4 of the Rovuma Basin.

In Area 1 is the $ 24 billion Mozambique LNG Project, which is led by Total; In Area 4 are the $8 billion Coral LNG Project, led by Eni and ExxonMobil, and the $ 30 billion Rovuma LNG project, led by Eni, ExxonMobil and the China National Petroleum Corporation.

Mozambique LNG will extract gas offshore and is constructing the Afungi LNG Park onshore, on the Afungi Peninsula, in an area of 70 square kilometres. Inside this park will be facilities used for Mozambique LNG and Rovuma LNG.

Mozambique LNG reached its final investment decision in 2019 for two LNG trains, and production was expected to begin in 2024, but the timeline is unclear since Total claimed force majeure in April, and put the project on pause. Mozambique LNG expects to extract 65 trillion cubic feet of gas, at 43 million tonnes per annum (Mtpa).

Coral LNG reached its final investment decision in 2017 and is currently under construction. Production is expected to begin in 2022. It is estimated to hold 16 trillion cubic feet and will extract 3.4 Mtpa.

Rovuma LNG’s production was postponed because of the violence and is expected to start in 2025. It is operated by Mozambique Rovuma Venture (MRV), made up of Eni and ExxonMobil which own 40% each and the China National Petroleum Corporation (CNPC) which owns 20%. It expects to produce 15 Mtpa.

Other LNG concessions

The Rovuma basin has a total of six concession areas. Concessions for areas 2, 3, 5 and 6 have already been awarded to companies including Statoil (Norway), Petronas (Malaysia), Tullow Oil (Ireland) and Total.

However, LNG concessions are being awarded in two other provinces as well: the Angoche Basin in Nampula province and the Zambezi Delta in Zambezia province, to companies including Sasol (South Africa), ExxonMobil (US), Qatar Petroleum (Qatar) and Rosneft (Russia).

Gasfields in Inhambane

Sasol has been exploiting gas at its Pande and Temane gas projects since 2006. Sasol transports this gas through the 865km ROMPCO pipeline to Secunda in South Africa where it is used for the South African market. South Africa is highly dependent on the gas from Inhambane. Only 3 million gigajoules of the over 120 million gigajoules of gas produced every year at these fields goes is consumed in Mozambique, mainly by major industry.
